^ This bolt should not be tighten down like other bolt. Just make a mark or make a mental note of the position of the bolt, turn it less then a 1/4 turn should be enough. If the steering wheel feel too tight, back it up a little.

I can't imagine how water can get into the rack. If it does, you would see water on top of the fluid (the two don't mix) in the power steering reservior as it will recirculate back into the reservior. I guess would be the water may trap in the boot. If you use zip tie to tie down the boot, open it up and see. As for the power steering fluid, cheap enough to change out before dive in on the change out the rack!
