The license is a fixed cost, but it that's still high for tuning. Around here it's roughly $150 an hour to tune. And for a basic N/A car, it doesn't take much time. They can only change so many parameters and a lot of it is already fixed, they're not building a map from the ground up. HFC picks up a decent amount with a tune, catback exhaust is less gains.
