do you need to buy the HID harness as well?
To be honest, unless your battery is low on life, you should be fine.
I've only had this issue with analog ballasts, as the start-up arch pull is higher than the slim digital ballasts. This is why I ditched my analog and re-bought the newer slim digital ballasts.
Problem solved.
Before, only in the winter, only one of my fog lights wouldn't ignite. I don't know if the previous poster meant to say headlight vs fog light not lighting. I only had the head lights not ignite with ebay d2s bulbs. Typically only the fogs won't ignite, but it is 100% possible the headlights won't due to not having enough power.
Other also avoid this by buying a 20 AMP or 25 AMP fuse and replacing the 15 AMP fuse. I don't suggest this. I don't know what the wire is rated and the 15 AMP is probably there for a reason.
You can always be safe and buy a wire harness, but to reach the fogs, it has to be pretty long.

It works OK when turning headlight first then fogs.

yes, I did. I switch to slim ddm digital ballast and it solved it.
if you already have this, you're stuck with getting a higher fuse or wire harness to power from the battery.
