I just listened to your video on YouTube. It sounds like it is one of the bushings in your steering column. There are ball bearings but there are also bushings present in there. there is an old mechanic's trick of using a piece of tubing to find the source of a vacuum leak or a bad bearing, etcetera. Take a piece of fuel line hose, maybe 5/16s or 3/8 inch, and 3 feet long or so and put one end up to your ear and then move the other end around and touch the areas in question. You can use this to find a bad water pump, a bad bearing or pulley, etc. If someone will wiggle your steering wheel back and forth and you take off the cover underneath, then you will be able to touch different parts of it with the end of the hose and you will immediately hear the part that is causing the problem. Very straightforward to do and you will absolutely know when you find the source. Please try this and let us know how it goes. Once you find where the area is, you can spray some lubricant in there and your problem we'll probably go away. PB Blaster is a great one. Good luck and please let us know how it goes
