Where is the sensor for the "active" cruise located?

REALLY? It's my wifes car, so I have to admit, I have never looked at the owners manual, didn't realize it would be bypassable. It's a 2005 FX35, I will check the manual to see if that is true.
 
Yep, listen to Stu. Instead of a quick press and release, you just hold the button for about 1.5 seconds. It will go to regular cruise control.

Also, I have heard a long beep before when the system applied the brakes after a car cut me off. Any idea what it means?

This ICC can only apply XX% of braking, once the system reaches it's maximum braking potentional you would hear an audible tone indicating to the driver that they need to brake manually to maintain the preset distance from the vehicle ahead.
 
Mine does this also but only when vehicles are on the right side of me. It started picking up something today and braking when nothing was around. I will have to look and clean the sensor. I was thinking it was the thing above the rear view mirror.
