Well it's not like you can pull that hard. After some effort, the engine starts to turn, that's the problem. A very strong impact gun could do it.
I put a breaker bar and 19,, socket on the bolt, rested it on the floor and cranked the engine a bit. Worked like a charm. While the pulley isn't "pressed" on, it was stuck so I used a 2 jaw puller to loosen it.
