Windshield Black Trim Peeling Off?

Stepped out of my FX today after driving in some light rain and noticed that I had what appeared to be a paper-thin plastic streamer flapping in the wind from my windshield. Closer inspection revealed what appeared to be a very thin, shiny plastic film that was covering the black trim around my windshield which was peeling off. Looks like some of it has already peeled off from various places around the windshield.

Is this "film" supposed to come off (ie: was it protective film that the dealer didn't peel off when new)? The places where it has already peeled off look like dull rubber trim and places that still have the film layer covering them appear to be shiny like plastic.

That's weak! They could have just manufactured the trim correctly in the first place so that I wouldn't have to worry about whether it's worth having the dealer remove the glass to fix or not (I still have warranty).

So it is supposed to have that shiny film on it, correct?
