Vibrations and loud sound when braking at low speeds?

Hey guys...

I found my second problem with my FX. If I press on the brake lightly when I'm about to come to a stop. I get this vibration coming from the front end, and it's a loud sound...it's like a whirrrrrr sound and the vibration can be felt through the entire car. If I brake hard, nothing happens..

I ran some searches on this already and I see that there is a TSB for the brakes. Do you guys think this is the same problem? Since my car is already out of warranty... the dealer probably won't fix this for free right? I think I might that problem with the side mirrors too....
 
I had the same thing a while back and had it checked at the dealer they said that the pads were OK 60 percent left just a little glazed. I roughed them up and problem went away.
