Tinting

Basic rule is it's illegal period. But enforcement is spotty at best. I've had tinted taillights on several cars now and never had an issue. But mine were sprayed lightly so they're still dark red. If you go totally black, that may be a problem. On my FX, the lights are sprayed, but 3rd brake light and reflectors are tinted with I think 20% film.
There are laws in Virginia in regards to tint Thony. Virginia Police is much more stricter IMO than up here in MD in regards to tint and car modifications. I know driving 80mph in Virginia can land you in jail for 2 days plus hefty fines. Here is a link to Virginia tint laws: http://tintlaws.com/virginia-window-tint-law.php

As long as it does not affect light output too much you shouldn't have a problem. Go with a 15-20% vinyl (bluebatmobile.net has great ones) or a proper paint job (black/clear mix) as opposed to using VHT nightshade or plastidip. This way you get the maximum light output but still get the dark, tinted look.

If you like it, don't tint them. I typically tint mine because most of the cars I own are black. I didn't like the contrast of the red/white tail lights on the FX. On my other car, I liked the red of the tail light, but it didn't work with the color scheme of the car so I had them tinted to make them stand out less.
