Power Steering fluid blows out the reservoir

So i want to know if this is normal?. The car is off, front wheels jacked up, wheels arent locked up. I was moving them back and forth, turning the steering wheel. When noticed fluid coming out the reservoir cap.

so i think my pump is finally breaking down. For the last 2 days, while parking the steering wheel gets extremly stiff, makes this loud buzzing sound.
