Painted Rims

For 40 dollars you can prob do it with rattle can, might last a few week before it starts to chip off, fade or peel. A proffesional would prob charge around 100-125 per wheel, for proper prep, base coat and high solids clear that is best for durability.
 
If you take ALOT of time prepping (sand, resand, resand, wetsand, degrease, prime, 2-3 coats paint, 2-3 coats clear, ample dry time in-between) I think it'll be pretty close to shop quality. Of course the whole process should take at least 4 hrs per wheel. A nice weekend project. If you just wash the wheel off and paint, don't bother. It'll chip and flake in two weeks.
 
My $100 was worst case. I bought sand paper, prepping chemicals, playing cards, cleaning products, 4 cans of paint. It was less than 100 :-). Just giving a ballpark

Mine hasn't peeled chipped etc. I did all 4 in less than 4 hrs
