I just picked up 6000K HID's that my buddy installed the other day, and now one is burnt out. Any chance this could be something as simple as a fuse or no?

It could be a few things:

1) Blow fuse as you mention. Buy one at radio shack and replace.

2) Take the bulb out and look at it, could be a faulty bulb.

For me it's hit or miss, I always buy cheap china knock off bulbs on ebay and one pair lasted me 2 years, another 4 hours...

My fuse blew for my fog, so it def could be that. I replaced with the same amp fuse and have been fine since.

Mine does that every so often - it doesnt happen as much now that I leave the fogs off. I turn the fogs on after the headlights come on.

Can someone explain to me why now it's back on? Bulb issue? Fuse issue? What do you guys think?

Again, could be a few issues:

1) Poor quality bulb/faulty bulb
2) Poor quality ballast/faulty ballast

But most likely, it is because there is not enough voltage to ignite the bulb. HID kits run less voltage than a halogen, but to ignite, the ballast need more energy. If you try to ignite your headlights and fogs at the same time, while starting the car, you might get one to not ignite.

Take your lights off automatic or at least take the fogs off. Once you have the car rolling, turn your fogs on.

Some increased the fuse to the fog, but I personally don't like upgrading an existing fuse i.e. 10A to 15A. There probably isn't a big issue with wires melting but figured the manufacturer put the 10A in there for a reason. If it goes out, easy to change out a 50 cent fuse vs a melted wire or what not.
