There is no brand. I believe these were customs, but the quality of the piece is very good . . even for a paperweight
There's mixed reviews on the spacer. Some saw gains, & others not (on the Z/G boards). I tested it on & off with 2 pulls over at TS, & it showed it was good for 7hp with my mod combination. It does affect Air/Fuel, so a tune is something one should do if ya put it on there. A good tune will help even a Bone-Stock FX.

If you're talking about the TBS, I wouldnt believe any stated claims. Every combination of mods is gonna react differently. In my case it was a consistent 7hp on a very good dyno.
