For light swirls, try menzerna intense polish & follow with menzerna final polish using a portal cable or another DA polisher/buffer. Finish with wax or sealant to protect it.
For heavy or deep scratches, you may need to use a rotary buffer or even wet sand the clear coat, and then follow up with the above polishers.
Don't forget to wash and clay the car before doing this though.
It takes alot of practice to do on your own though.
