Is it the ballasts or the bulbs

2007 Infiniti fx35
So my fx35 is American and I guess someone wired the headlights to be on all the time. Been noticing for the last 6 months that when I start my car, the lights are on but within 10-15 minutes they will flicker and turn off and stay off until I start my car again and then the same thing happens again. Want to make sure before I buy ballasts that, that it is the ballasts. Any thoughts? Thank you for any help in advance
 
If both are doing this, I would lean more to wards an aftermarket daytime running light module.
If your car was from the USA someone would have had to wire the car for DTRL to get the safety inspection done
this could be a bad relay.
 
So you think there is a module somewhere. Where should I look? Where do you think I would find the relay? After reading your response, I believe you are on to something. I don't feel the ballasts are bad or the bulbs but can't figure out why they flicker and shut off after 10-15 minutes. The come one whenever I start the car
 
Turning the lights on with the switch does nothing. I don't even think they are wired to the head light switch anymore. I feel whoever wired up my lights did it wrong. They should have wired the daytimes not the headlights
