the headlights are already BI-XENON so you do not need an HID kit,
for the fogs you do need an HID kit though.

Personally, I have the ddm apexcone/raptor hid kit for my fogs. Haven't had any problems with them at all. At the time, they were $60, but now they are only $30.

i have a kit i bought off someone on craigslist for $70 and so far its fine.
personally i think 90% of these aftermarket HID kits are manufactured the same and just re-labeled.

^^^Exactly, don't go straight to ebay. i still stick to the Kensuns though
plus the ones pat posted come with actual projectors as well, while the kensuns i posted for example are just the bulbs and ballasts

full coverage because they break a lot and are cheap and easy to replace
idk if my Kensuns came with a factory warranty but they guy who I bought them from offers free ballast/bulb replacement if there are any problems....forever.

How often is alot? Mine have never broken, and I've had them 6 months now. I know you haven't done as much research on the company as I have, so you don't know as much info about their quality control, etc.
i think you can just get the bulbs by themselves for $45/pair.

thats pretty crazyy, i'll def keep that in mind when getting my hid fogs (stupid ebay 3k fogs burned out but seller keeps sending me free replacements since i didnt leave him feedback yet... hehe)

I've used the raptor/apexcone kit for 2 years so far. NO problems with them. DDM tuning kits are used a lot on the bmw forums.
I'm also using their D2S bulbs in my headlights too.
