HELP!!Metal tab inside my driver side foglight is loose.

I am not sure if that is possible but you will probably have to remove the whole fog light in order to get to that piece and tighten it down.

take the bottom plastic off the front bumper via the clips and try and get behind the foglight you can remove it and "shake" it out....

As stated above you can use a magnet, try finding a small but powerful magnet and tape it to a wire *for flexibility* and fish it out.
I'm sure you can get those magnets at a dollar store or a crafts store.
Can't see you taking the foglight off without dropping the front bumper, I tried, that 10mm bolt holding the foglight is not reachable.
Popping the lens knowing the foglight is recessed in the bumper isn't an option and even if you could, its glass and chances are the glue they used will end up in a chipped or shattered lens.
Oh and if you're fishing it out, try to get a mirror so you see where your magnet is since there's shields inside.
