Headlight haze/fog/cloudy (see pic)

I'm not entirely sure what its called when the headlights do this (see photo), but does anyone have an easy fix for it without opening the headlight assembly? The glass housing that surrounds the headlight has a haze in front of the light (or perhaps its just dirty). My gf went to get an oil change for her Honda Civic and the mechanic offered to clean hers for $100.

This seemed excessive, because it would seem to me that this is an easy fix. My car is also under warranty- any idea if something like this would be covered? What causes this? Improper headlight seal?

It didn't appear to be condensation... if it was, then it was old (I've never seen recent condensation in the lights). If you look directly in front of the light on the edge of the glass you can see it looks like its dirty. Both headlights have this.
 
Thanks for the reply. The reason I ask about the warranty is becasue I was thinking that the dealership may say that this is a 'maintenance' item and not covered by the warranty.
 
Possibly dirty or just pitted, try using a plastic polish.

Probably just pitted. I have a similar problem. I doubt the dealership will replace it, since that's like asking for a new windshield because a rock cracked it. Like Jeff said, you might be able to polish it.
