Glue on splash guards and wheel well

I have what appears to be some sort of glue or epoxy that looks like it was sprayed onto wheel well and splash guard on the front right wheel well. So far the only thing that comes close to removing this stuff is a putty knife. Anyone have any suggestions on removing this stuff. Its really hard. I initially thought it was the plastic bubbling up.:mad.:
 
It may also be tar kicked up from newly paved asphalt. I know my wheel wells are caked in that stuff.
 
no its epoxy of some sort. I removed bits of it and its yellowish but clear enough that you can see stones it coated and dried to it. It really sucks. I sanded the plastic some knowing it would leave the trim white in appearance. I can solve that, its getting the stuff off I am worried about.

also use a hair dryer or heat gun

acetone, dip it on a cloth and apply, but dont go anywhere near paint
 
Went to the dealer to pick up a new set of splash guards which they sold me for less than online simply caused I asked them. The dealerships owner was there with his Ferrari California which my son stood in front of to get his picture taken. Sweet ride.
