that almost looks like the residue left from a window tint being pulled off improperly and the glue was just left over on it. Is it somewhat sticky?

That is weird, especially since your whole window is like that .... unless someone poured some sticky bluish substance in your window, I don't see anything else in the door or parts that could do that. The only thing I know can take any sticky stuff off glass is goo gone, you don't want to use anything abrasive or you risk scratching the glass permanently

I would take it to a detail place and see if they can clean it. That would bother me too
Worse come to worst, if I need a full glass replacement, any idea how much will it be?
I really don't think it's surface contaminant since the whole glass is like that, defected glass should be a better guessIf it's a surface contaminant then a razor blade and cleaner will do the trick. If it's a defect in the glass, then a replacement is needed.
