Driver air bag module

2006 FX35...Air bag light has been blinking for a week now. I try to stay away from dealership if possible. Local shop here in town says it is the drivers air bag module. Said he could order a used one for $200.00. Another shop said it is against the law to put a used air bag in the car. I said it's not the air bag, it's the module. He said the module is part of the air bag. Really confused now. Any help and clarification would be appreciated.
 
Ask him what SRS code is it spitting out. More than likely, it could be the clockspring behind the steering wheel.
All you need is the SRS code that was scanned from the mechanic
