custom tail light effects?

Okay guys, so I'm skipping through youtube.com checking out FX clips when I stumble across this. I'm not sure if it has been discussed on this site before but has anyone done this to their tail lights before or know how it's done. If you asked me, I think it looks pretty hot..check it out:

It is available but if you read on youtube under the persons profile and URL you will read "Embedding disabled by request"

You can leave the post as is and our members can click the link in the title to see the video. Or you can disable auto embedding by removing the check mark from the miscellaneous options => automatically embed media... when you post.
