Center Arm Rest: A Question From a Noob

Greetings all - I've had my 2006 FX35 for about two months now and I've a pretty simple question: is the padded vinyl center arm rest cover supposed to open all the way (to 90 degrees) when you open the small top compartment, or does it only open partially (to about 45 degrees)?

On mine, when I access the larger center arm rest compartment below, it opens to a full 90 degrees, but when accessing the smaller top compartment, it only opens to about 45 degrees. Is this normal?
