Anyone experienced issues with the Gauge cluster?

My Gauge cluster turns on and shows info but none of the actual gauges work, Temp, Fuel, Speed, Rpm all stay at 0.

Tried a bunch of stuff even new cluster and nothing.

List of things tried;

1. Seeing if radio cables were switched.
2. Checking continuity on all fuses.
3. Swapping Gauge clusters.
4. Swapping IPDM.
5. Swapping BCM (need to program key so not sure if this works).
6. Plan next steps; Removing dashboard and looking for missing connections (Doubt), Checking all grounds, Swapping A/C Amp, Swapping Fuse box, Programming key to new BCM to check if new bcm fixed it, Taking it to auto electrician.

A/C Amp has two connectors and they are BOTH swappable with the radio.
