Yes and no, i believe the wheels are new in the fact i don't think they have ever had tires mounted on them. But like i said, one of them had valve stem installed, yet they also had 4 new valve stems included. Also 2 of the lugnuts were mared as they had been used. And the fact that someone tried to polish them. Think they may have been on display or something because only 1 of the 4 wheels you could tell had 2 lugnuts installed at one time. As far as the hub centric rings and tps's i just think he didn't understand. In all im happy.with it, but you can tell they didn't come from the manufacturer like i received them. I will post pics as to what i mean later. He's a good guy with good intentions but has a language barrier. I would do business with him again. But will ask alot more detained questions

I would like to add that I also used a product for the really tough spots called bombs away, it can only be purchased online and is made here in Florida by a boat captain. It is by far the best chrome, stainless, aluminum polish money can buy and it does not have any hash chemicals or abrasivess. The reason the wheels looked the way they did when I got them is the polish used was for aluminum. which is a fairly soft metal, therefore it has solvents (Very mild Acidic Agents) and abrasives to remove the tarnish and such. When using it on stainless and or painted surfaces it scratches the steel and imbeds into the paint and is difficult to remove. It took me about 8 hours total to get the rims as they should be, I could go a step further and use some xxxx steel wool followed by rouse and a high speed buffer to get the little spider web scratches out but its not a big deal. Maybe someday but nobody will ever notice and they still shine like chrome. Again, I am very pleased with the purchase even though i do not believe they were brand new and will never know the story behind them. But 500 bucks shipped to my door for a set of 1600 rims is a good deal any way you look at it. Please do not hold this against Sebany as for I really don't think he knew what he was doing and did not understand what hub centric rings are and doesn't know what tps's are either. I would do business with him again, BUT i would ask allot more very detailed questions!
