I need some advice on the front tow hook situation. I have a kayak rack that requires straps to run from the front and rear tow hooks for safety reasons. I was able to locate the rear no problem but what about the front? i heard it is behind the license plate but must be screwed in first. that probably won't work but is there any other solution? thanks!

You have to remove the license plate and the plate bracket has a hole in it for the two hook to pass through. No other safe solution I can think of.

I don't have a front plate or bracket, but the hook receiver is covered by a removable cover. I don't know if the plate bracket needs to be removed to get the cover off and expose the threaded hole.
If your kayak is long enough, the front tie down should be close to vertical. If a shorter kayak, the tie down might need to rub against the bumper or hood. I would not allow the tie down to touch the car at all.

Here's my setup for the journey home. I think for local trips I will use the standard rack straps and for long trips I will tie it down with the tow hooks. 
If you look closely you will see the lower part of the strap has a clear piece of rubber to protect the strap from rubbing against the paint.
