I'd like to be able to turn on the fog lights without having to have the headlights going. Is there some way to do this?

Buy an new FX or EX in Canada, they are used as Daytime Running Lights.
The fogs come on automatically when you start the engine. They are on whenever the headlights are off but the engine is running (see my Avatar above). You can also switch them on when your headlights are on.
