What is this appendage in lower bumper?

I just noticed something in my lower bumper grill today when I removed the front license plate.. it looks like a piece of metal with a drilled hole about an inch wide welded onto the upper side of the lower grille..
Is this normal? I don't remember seeing this on any other of the pictures on here?
Anyone recognize this?

I do have the 2 holes in the actual bumper as well lol.. >.<

That is for the tow hook in case you vehicle needs to be towed. I'm sure all fx's have them (mine does as well) but it should have come with a black plastic cover so it is not so readily visible.

+1 .. My plastic cover was in my glove compartment when I 1st got my FX.

they tie the fx down to the ships with those when they ship them. many cars have tie downs like that... bmw & mercedes have little square covers in the bumper(s) for these tie downs... in your trunk in the tools there is a threaded hole looking thing that screws into this for pulling & stuff...
