What do i do with this seller?

Im just openning a new thread so that many of you could see.
Today i had some hardtime with swapping a headlight bulb and with the Dr.2k's great help i figured out that it was the bulb that didn't work.
So i was emailing with this seller, who wanted me to cover the shipping to return the defective bulbs, and this guy replied me but i have no idea what hes trying to say. I asked him to cover the round shipping for returning this back and sending a new one out bc he sent me the defective bulb and the following is what he wrote me.
What do you think?

Dear boarder0904,

Hi,

Since this is a rare case the bulb goes on and then stop working, I can only
send you a new bulb and you return it to me.
If I know it is defective I won't send it to you if I am responsible for the shipping both ways.

I think the bottom line is that he doesn't want to cover the both ways shipping, but is this how its done? Just because i was unlucky to get a defective, does it mean i need to pay for another shipping? Its not I don't have a few bucks for shipping, its this guy's irresponsible attitude which makes me angry.
 
I just got a email back from him.
I told him it wasn't my fault to get a dfective bulb and i wasn't responsible for return shipping. I also told him that i would have to open a dispute if he doesn't comply. This is not like a situation where i used a bulb for quite a time and asking for replacement with warranty or watever, it didn't work from the first time. Now Jacky is pissing me off. this is what he wrote me back.

I am only responsible for the shipping when I send the item to the customers.
I am not responsible for the shipping when the customer return the item for replacement.
You can open a dispute but the outcome will be you return the item to me (you are responsible for the shipping cost) and you will get the full reufnd.
As all the bulbs has been tested before sending out, the defective might due to the shipping and I am not responsible for this.
I can claim the insurance for you if it has been purchased.
Please understand.

Well thanks for the link and i do know what you mean.
But I think my case more fits into "item not as described".
When we say return, its something we buy but change mind and want the refund, right?
Im not wanting the return because i don't like the product, I like em, they just don't work. So the seller, who was committed to sell a working pair of bulbs didn't do what he was supposed to do.

I can't really say much without the actual link of the transaction, but a return is a return (you sending the item back to the original owner).

I know where you are coming from with a defective product.. but it really is based on their return policy. Most places do make you pay for shipping when you return an item and after they inspect and feel it was defective they will usually send you another item at no additional cost.

It seems like he is trying to work with you, so I would say the best thing would be to pay the shipping and return the item.

I once bought some basketball shoes (some pretty sweet Vince Carters) on eBay, and they fit nice n snug. I was surprised I'd get such a good fit, but then I saw the scuff marks... these shoes look like they had been worn for a game or two and then put back in the box. I returned them saying they have scuff marks. They received them and said nope, those are normal. In the end I had to pay shipping back and forth otherwise I wouldn't get the shoes back. It was bogus as heck, but I couldn't do anything.

Needless to say I never bought shoes on eBay again.

I never experienced this stuff before and maybe i didn't know enough.
I told him i would send the bulbs back at my cost, but instead of replacement, i asked him for refund. Just thought it would be better off buying from someone else.

I understand your situation and frustration boarder but it is unlikely that the the seller will cover the return postage. This is usually the case with most sellers (especially ebay sellers)except those large companies who will pick-up the defective merchandise on their own shipping accounts. Doesn't sound like he knows the english language very well either. To get this resolved asap, I suggest you just bite the bullet and pay for the return shipping and have him send you a replacement. Good luck.
