Is this a Throttle body spacer on my 45?

Hi all, trying to track down a P0300 code. right now looking for vacuum leaks and trying to locate my PCV valve which so far I have been unable to do. Was thinking about taking off my throttle body and cleaning it and then I noticed this. Is this a throttle body spacer? I only ask because I didn't think there was an advantage to get a throttle body spacer on the 45's And if anybody has a diagram or picture of where the PCV valve is located, it would be greatly appreciated.
For anybody wondering about my P0300 code, I think I noticed it after I installed iridium spark plugs. Just ordered laser Platinum One Step colder and I'll see how that does. I ordered a new fuel pump, fuel injectors and coil packs. I have tested the coil packs and replace a couple of the questionable ones, just installed a new fuel pump and have yet to tackle the fuel injectors. Sometimes the P0300 code will go off on its own and the car will act great and then it'll come back after a couple of days.. :(
