This is not common issue but if you got this problem, this may help. This is caused by moisture in trunk area and slowly made it way to the control box and form rust spot in the electronic board.
My case I had my cooler in the trunk for long period of time that would explain the moisture and small amount of water under plastic cover that hold the jack. Symptoms would be no tail lights coming at all or break light stay on all the time.
Control box sit below the plastic cover that hold the oem car jack.
Remove all the spare tire and stuff that is in the way, few screw that hold the plastic, I bend the side of the plastic just enough to access the box with out breaking the plastic, 2 nuts holding the box.
open up the box you can see small rust area on left side of the board and around black chip, I used w 40 and toothbrush to clean
Cleaned both sides to make sure I didn't miss anything
If your board rust really bad this may not fix the problem, replacing part may cost $ 100 +
