Strange part "sinking" down

Hi all,
Spotted something very strange today: something is "sinking" through the bottom cover of my '08 FX35, right-backside just behind the wheel:



Anyone a clue what the *** is coming through the bottom here??

Looks like a plastic lower shield. You might be missing some clips. You can get some at a local body shop supply. Or autozone

The evap canister is near there, but I can't tell from the pictures what that is.

No, it's not only the cap, it is something heavy that pushes the cover down. I'll check in with the dealer to figure out what has happened...
