springs vs coils

Reading through the other threads im seeing alot of people sitting at just under 17 or some 16 inches on springs. Is that the 1.3 and 1.2 in drops? Or is it different, also about how much of a drop can you get on coils?

1.2-1.3 is on springs, with Coils, you can basically go as low as you want.
