Sporadic RPM at cold startup

I've searched the forum for an answer to this, I've seen threads where owner said the engine Reved high or low at startup but not sporadic like my issue.

By sporadic I mean during cold (and I mean there's snow on the ground cold) right after the engine starts, the RPM will sputter or go up and down almost like it the engine is about to stall. It does that like 2 or 3 times during a period of about 3 secondes and then it stabilizes.

The odd thing is that it wasn't doing this a week ago in temps above 0C (32F) so I'm thinking the cold is affecting it but maybe someone could shine a light onto why it's doing that.

I am kinda due for an intake cleaning also so maybe that could be it.

100% thats the correct first step - i did mine just after i first bought it and it made a world of difference for both cold and warm idling

Takes less than 2 hours and 3 beer in a nice warm garage
 
I'm having the RPM dropping down a bit and back up whenever I'm at a red light stop. This happens from time to time. But only at red light stops. Would cleaning the throttle body solve this issue? I had recently replaced my IPDM and BCM from the dealer and it was fine before then.
