Rear Bumper assembly - installation...

My car was recently rear ended -- the repairs ended up being so much they totaled the car (though most of the cost was for replacing interior panels, etc, which add up VERY quickly). I ended up buying it back -- I'll live with a bunch of shattered interior panels and just use the car for what it's most useful for :)

A body shop has already started work, but failed to make appropriate repairs to some of the sheet metal, which they will be doing now -- my question about the bumper is, at the top there are some tabs that look like they should set into some clips coming off a rear metal support. That support has four brackets, and it appears there should be some clips set into those brackets, but I can't figure it out from exploded diagrams. Can someone tell me what parts should be clipping into these brackets?

Here's a photo that should help -- the upper part of the bumper gets clipped into the four brackets 'circled' at the top right above the main bumper, against the back/body of the car. This portion of my car is wrinkled up pretty good and will be repaired. But does anyone know what clips I need to get for those? Also, do you think it would be cheaper to get the piece and have the old cut out and new welded back in, or cheaper to straighten out?
