Qx70 rattle noise found

I get a rattle noise in the right front near the wheels when I drive pumpy roads or when I turn the wheels to the end, I checked and found out its a bar that hitting on another bar that looks like it, I attached the pic it the upper bar that has fallen on the other and I can move it by hand up and down, what bar is that ? And does it need only tighting?

Fixed it, I zip wired the upper bar to a hole that was supposed to hold it
