Question Regarding Power Outlets...

The question I have is when using the front dash outlet (for my dash cam--which powers only when the engine is on), the center console outlet does not work when I try to charge my phone simultaneously. When I unplug the dash cam, the center console outlet works. I can't imagine the dash cam (Lukas 7900) using that much power. And the phone I'm charging is Google Nexus 4. I do have an outlet splitter, but don't really want to use it...Anyone else experiencing this?
 
On the early models, they actually came with a cigarette lighter and ashtray. My manual says to not use the cigarette lighter power port as a charging port, but to use the other power ports for charging. Maybe something is different about the dash port. I still have not noticed a difference.
 
I figured out what's wrong...my phone charger is acting funny...it would only charge in certain position...

Why doesn't the console outlet have a constant 12V? it shuts off when the vehicle is off. Is there a constant 12V outlet anywhere?
