can somebody put up a dIY on how to replace the lower bumper cover ...the black part ,dealer wants $200 for labor.

The black piece is not a separate component. It's a part of the entire bumper cover. You'd have to have the entire part repainted/reconditioned.
 
Or do you mean the wheel trim? This is held in place by two screws and then you can just pull it off.
 
If it is the front bumper, it is two pieces.

I can not tell from the photos the condition of your bumper, but I would have a detail shop see if they can clean that up before replacing. Otherwise, find a good body shop to do the work.
 
The bumper is fine ...I just need to change the clear bra ...am talking about the lower bumper cover where the fog lights are

No not the weel trim ....the lower bumper cover ..I looked it up they do sell it by itself .
