My Bumper is spiderwebbing..

When I first bought the car, I had Santa Monica repaint my front bumper because of a deep scratch on it.. and today, I was washing my car and found that repainted bumper is developing cracks/spiderwebs..

it wasn't the dealership, its the autoshop they have contracted for the paint job.. going to bring the car in again... its been at their shop 10 days last time.. wonder how long it'll take this time...

can i claim a lemon? lol
