Key fob programming - I gen

Can I program my new key fob myself or need to visit a dealer to do this via CONSULT?

You have smart key so need to go to the dealer or use Consult to program it

If you mean just the lock/unlock feature, you can do it yourself. If you want the immobilizer chip programmed, it's a dealer trip for you.
