Fuel filter? Problems with RPM's.

Hey guys!

I have Infiniti FX37S 2010, and recently started to get some weird issues, unstable RPM's - when I'm on traffic light and waiting the RPM are moving from 500 to 1100 constantly. When I'm pushing the break the RPM's are going up and I have to push it harder to stop the car, and when release the break the RPM's are going to 1200-1500 and car is speeding without hitting the gas pedal.

Was in the Infiniti service and they did a diagnostic on the car and told me everything is perfect, no errors, no problems. So I'm starting to think that problem is coming from fuel system, because the fuels here in Bulgaria are awful. Did a lot searching and can't find anything about the fuel filter and is there even one.

EDIT: Another problem is fuel consumption got insane, it's 27/30 litre per 100 KM (used converter and it's 8 mpg for US people) city driving.

Any help will be highly appreciated!

No one going to offer Boril any advice?
 
Update.

The problem were coming from throttle bodies. Dealer cleaned them and the problem is gone, still the fuel consumption is high in my opinion - 22/25 litre per 100 KM. If someone with FX37 can share what's their fuel consumption will be appreciated!
