Fender rolling question

I have an AWD fx. Trying to fender roll it with the fender rolling tool. Problem is I can't rotate the wheel. Anyone have any ideas how I can get the weeks to rotate?

Jack it up. Neutral and brake off. They spin

Edit. Don't even need it in neutral duh
