exhaust ground

I notice a flat braided ground wire hanging from the back part of my exhaust pipe one end was attached to the joint were it meets the muffler. any one have any idea what that is.
 
I've heard of these before, but do our exhausts actually have a ground that attaches to it? I don't remember one when I changed mine.
 
There's also a ground on the Stillen aftermarket exhaust, which I attached to the same place the OEM ground goes.

There should be a bolt hole on the frame of the car that the ground strap should reach. If your old bolt is gone, just get a new one that will fit. The idea is to keep the metal frame and the metal exhaust physically connected, so they are the same electrical potential.

Like JBaker said - it's not necessary to use, but if you have it you might as well use it.
