Exhaust flange?????

Don't see a reason why not. Just get some grade 8 bolts. They may looks all rusted, but once you took it out the threads on the bolt may still in good condition. Mine was all rusted from the Chicago winter and road salts and I was able to reuse all of them when I was messing around with the exhaust/muffler.
 
Oops my bad, for some reason I thought you were asking the hanger bolts. Sorry. Yes the flange (smile) bolts are pressed in. Just have the shop torch it and knock it off so you have a hole for the replacement bolts. Can't remember if the bolt is on the muffler pipe or on the mid pipe. If the bolt on the mid pipe, you will have to take your car to the shop to get the rusted bolt torched off. Minds as well have them do the whole job while you there to save the trouble and hassle working under. Its pretty tough to break those rusted nuts loose when you laying on your back under the car.
 
muffler has 2x14mm bolts going all the way to the beginning of y pipe which there is 2 more bolts, and ive got them loose by pb blasting them and using a breaker bar laying on the ground. I have two broken bolts one on the muffler and one on the beginning of the y pipe and one shop quoted me 100 bucks to put new ones..

so basically muffler has 2, mid pipe has 2 then y pipe 4
