Easiest way to mount the front license plate without drill

Hi,

I just moved from NC to CA in my 2008 FX35. Turns out that CA requires a front plate as well.

I am wondering what is the easiest way to that. I did some search and it seems that front tow hook bracket might be the best way.
The item sold on ebay below claims to be working. Any experiences with it? Or any other suggestions?
