Brake Pad Suggestions for Cold Weather

I'm looking to replace the front and rear brake pads on my FX50S. I live in Canada and we get some extreme cold temperatures so I was hoping someone could make a recommendation based on my priorities in descending order:

1. Low Noise- No squeal in cold temperatures
2. Low Brake Dust
3. Price
4. Performance (It's a Daily Driver so nothing extravagant needed)
