AFS Issue ???

I switched out the factory 4300 low beams and put in some 6ks. My question is ( and please tell me if I am just buggin here), but it seems like the driver's side doesn't turn the way it should. It self adjusts when I turn the car on, but it seems like it just doesn't turn the way the passenger side does. Again, I could be buggin, but maybe someone could shed some light and calm me down lol.
 
Well the car was in drive and the passenger light moves in its full range. The driver's side though, seems like it doesn't want to move. Or just isn't moving for whatever reason.
 
The drivers side only moves when the vehicle is going at least 16mph.
